Our History

In 1996, a band of community leaders intent on enriching Carroll’s educational environment founded the Carroll Education Foundation, a 501(c)3 non-profit organization focused on supporting the very thing that makes our district so great – our teachers and students.

Founding Chairman Judge Brad Bradley has been been a prominent member of the Southlake community, donating both time and money to our city’s betterment. He started the CEF to support CISD’s classrooms, contributing a significant amount to the fledgling foundation. Their vision helped develop the art, science, and athletic programs that make our schools excellent today.

In the first twenty years of existence, the CEF supported educators through classroom and program-based grants. With focused efforts in resource generation and distribution, CEF helped bridge the gap between state funding and teacher needs to provide a quality education to Dragon students. Through our generous community, we have assisted CISD with over $1.4M in creative and innovative learning grants along with senior scholarships.

The success of CEF is made vital by Chapter 41 of the Texas Education Code, a program otherwise known as Robin Hood. Southlake, a property wealthy district, has a portion of its property tax-based income ‘recaptured’ by the state for use in less established districts. In the wake of this redistribution of our own property tax dollars back to the state, CISD is left with a deficit budget of which 84% funds staff.

Our core is to reflect the values of CISD in the best way we know how; by ensuring excellence within our schools. We have the firm belief that this excellence comes from the Dragon Spirit of Southlake, and only through residential and business support are we able to provide for CISD. With the help of community leaders, area businesses, and the dedicated Dragon Community, we believe that we can provide even more of an impact for district funding priorities in the years to come.

The Carroll Education Foundation is governed by a Board of Directors, currently consisting of 15 Directors. Each Director is educated and dedicated to the Foundation’s vision of a community united and to a mission of building financial support from our community and corporate partners to ensure excellence in education for the students in Carroll ISD. Each Director is expected to act in good faith and to make decisions that advance the best interests of the Foundation that positively impact Carroll ISD teachers and students. By policy and practice, the Foundation strives to maintain (and expects its Directors to maintain) Board matters confidential, especially when those matters regard individual Directors. The Foundation will continue with that important governance philosophy as the Foundation also proudly advances its vision and mission to ensure excellence in education for Carroll ISD.
