HISTORY
1993
The State of Texas passes Texas Senate Bill 7 known as recapture or Robin Hood. With the intent of providing equity in school financing across the state.
1996
Carroll Education Foundation is founded as a 501(c)3 with a focus on teachers. With the potential adverse impacts of Robin Hood on Carroll ISD, local community leaders recognize the need to partner with the district to help with school funding.
2002
Carroll ISD becomes a Chapter 41 or property wealthy ISD requiring they send property taxes designed for public education back to the state instead of keeping it all local.
1996 - 2017
CEF funds classroom and program grants throughout the district as requested by teachers and administrators.
2018 - 2023
Recognizing the needs of CISD were changing, CEF changed the model of funding. Partnering with CISD, CEF made the strategic decision to fund one teacher on each campus annually. These funds were provided to off-set the salary budget against each one of these teachers. Each campus teacher was named and celebrated throughout the year.
2020 - 2021
In the wake of Covid, instead of funding teachers, CEF funded the campus Nurses.
2023 - Present
Present: With teacher funding our main priority, CEF made another strategic change. We want teachers to be the recipients of our funds. Now we fund teachers directly in three ways:
End-of-the-Year Appreciation Gifts: A financial gift given to EVERY classroom teacher, including Librarians, CARE, ESL and SPED teachers at the end of the school year.
Teachers of the Year: Each campus Teacher of the Year receives a $1,000 cash award. The two district-wide teachers of the year receive a $5,000 cash award.
Teacher Scholarships: Scholarships for Teachers and Paraprofessionals who are going back to school to further their educations at an accredited university.
